Uploading files - Linux

I will have a form where users will be offered a field to upload a GIF or JPG to the server.

I read somewhere that in order for the upload feature to work, some change has to be made in the PHP.INI file, or maybe a re-compilation of PHP is necessary.

Can someone explain exactly how this works?
