Sending a popup to Remote ip address?

I want to send a pop window if someone in my website, And I would like to close that window from my control panel, please give me some suggestion and example of this type of code.
Please help me.

Not quite sure what you mean... you can't just randomly send people popup windows.

You can have your website open a popup window on a users comptuer when they visit the page / click a link / etc. but you can't do this with PHP ( you need Javascript ) and you wont' have any kind of remote control over this popup... not without some kinda client-side server installed or something.

web is a 'pull' environment..it needs the user to do something (load a page...click a link...hit a button) to get it to do something

you would need some kinda full program to send a message to someone...like a java app or c++...

then you would also need to know the os as that plays a factor in this scenario as well...
