How do I set CHMOD to 777?

Please I really need help!
it doesn't wanna work with me! I get this message...

Warning: fopen("../../test/php/counter.txt", "w") - Permission denied in /home/bdweb9383p/bojojo.com/public_html/test/php/counter.php on line 7

what I can undrestand is I need to set the CHMOD to 777... BUT How can I do that using php?
I'm using windows!

Where is located php and apache server?On linux or windows?
Anyway is counter.txt writable?
I usually go to server and set chmod 777 on that file........

You can use this to chmod 777 that file...

echo system("chmod 777 /home/bdweb9383p/bojojo.com/public_html/test/php/counter.txt");
