Forum timestamp not fetching latest post time

Hi! I hope some PHP experts can help me with this code.

I'm tryin to put the 10 Most Recent Topics in my overall_header block underneath where you have the Logo + Links to menus like Groups, Login, Check Your PM, FAQ and so on.

The code fetches everything fine BUT~~~ the time stamp for the forums on the index page become static to Jan 1st, 9AM 1970. However, the post list inside each forum reflects the correct date and time the post was made. The index page somehow is not fetching the time stamp of the latest post from their own forums. Only showing a static Jan 1st 9AM, 1970. I don't know how this time+date+year came by,

This is the code in include/page_header.php that's doing the bug. If I get rid of this code, all the time stamps and stuff become normal but then, the Recent Topic block won't fetch the topics.

Any suggestions on why it's doing this? (This recent topic code works just fine if implemented on a separate PHP file) The bug might have to do with page_header.php repeatedly being read whenever someone clicks something?
