compile can't find mysql headers

I'm trying to compile latest php for apache2 module, and I want to point to my Mysql install, but I can't seem to figure out what PHP wants, I've pointed to every directory that has anything to do with Mysql, and it always says "can't find mysql header files in xx"

Please help, what is PHP looking for ?

Some additional information would help.

What OS? What is the configure command you're using? Where is mysqld?

I'm using Redhat 9, and I did get it to work, although I'm not sure why

I used --with-myql=/usr

and it found the mysql libraries for some reason.
