Reading the last modified time of a file

Ok, so I'm writing some documentation and I'd like it to automatically display the last modified time of itself... so ...

I am using the filemtime function. But it always returns the last time the file was viewed. I waited 20 minutes, refreshe the page, and bam, the last modified time was right now...

I've searched and searched, no answer. I'm running on RedHat 7.3, EXT3 filesystem, PHP 4.1 (yeah I know it's old...)

Here's my code:

echo "Last Updated: ";
// This line gets the full path of the file for me
$filename = "/var/www/jinzora/modules/". $GET['name']. "/". $GET['file']. ".php";
echo date ("F d - H:i", fileatime($filename));

What gives???

Duh, sorry, the fileatime was just a test, I posted the wrong code in.

I am using filemtime() but it gives me the exact same results as fileatime()

Here's another odd thing. Is it Apache? If I'm editing a file, and someone happens it hit it in a web-browser, then Dreamweaver tells me the file needs to be reloaded because it's been modified...

What's modifying it!!!
