how to sending file?

i have done a simple chatroom, but i hope can add a function that's "send file", but can anyone teach me how to do it??

just upload the file to a temporary location and send a private message to the reciepeint of the file wth a link to the location of the file.

ok..if i uploaded my file and give a message to that user, but how the program know that the user has finished download or without download will be cancel(delete) that file?
