How hard would this be to do?

I used to compute "power ratings" for college football. Would this work in PHP? I have a formula that calculates a new ratings, based on the team's rating before the game, the opponent's before the game, and the outcome.

How hard would it be to read from a tab delimited .txt file:
away awayscore home homescore

Then calculate the rating, output the new rating sort and format into something like http://www.mratings.com/rate/cf-m.htm

With the team links and everything.

Oh yea, there should be a team list, but sometimes teams play non-ranked teams, ie teams not on the team list, these teams should be given a generic ranking.

In this case, the hard part would not be coding it. It would be setting up all of the rules, and figuring out all of the possible corner cases. Once you have those things set, it should be fairly simple to create a program that controls it.
