Uploading files in PHP

I receive the below message when attempting to use the "Uploading files in PHP" script found here:
http://www.phpbuilder.com/tips/item.php?id=526

"Warning: Unable to create 'cabinet/file.txt': Permission denied in /home/httpd/html/phantomftp/viparea/pgdupload.php on line 5
file uploaded"

Will modifying the directories permissions resolve this?

Should my ISP be able to do this for me?

php doesn't have the rights to write to the cabinet directory. You can probably configure this yourself through ftp.
