My last newbie database design question

Which of the following two designs is best in terms of speed of access:

table 1:
1000 rows and 50 cols

Or

table 2:
50 000 rows (1000 * 50) and 4 cols

whatever db you are using, the two that i believe are the best are MySQL and postgreSQL will laugh at either of those scenarios, if that is all you are expecting and w/o knowing exactly what you are doing, I would stick with number 1
