If you have your DB in a dump file then all you have to do is go to SQL command or something like that and there's a text field and under it there is a file field, just put your file there and it should do.
Other wise you can do the same with the program. In windows its called mysqldump if I'm not confused. In linux I haven't tried it but it should work as well with a file called something similar.
