How did they do that, flipping the news articles?

How did they do that? Could anyone recommend me php/javascript/database approach to do the same?

That's flash.

PHP can create Shockwave Flash files, but that's the extent of my knowledge about it...

You can do nearly the same thing with javascript, just do a search for rollover images.
