How do I : have users select 5 or less options from a drop box

I have a database of people listing their homes to share in Sydney. Seekers of accomodation looking to share a home in a particular region (which may have 20 suburbs) currently click on a region to return all suburbs in a region- thus all the listings. This is no good. As i have heaps of listings within many suburbs.

I need a "seeker" to be able to select 5 or less suburbs from a region, from a drop down that returns all current suburbs.

I have seen this happen with other sites where you just hold the "ctl" and select your choices.

Any idea how to do this?😕
