I see three tables

#1) Buildings
        Bldg_Id
        code
        name
        manager
        ...
#2) Rooms
         Room_Id
         Bldg_Id
         Room_Num
         ...
#3) Items
         Item_Id
         Description
         Room_Id
         ...

the three dots of course mean any additional fields you'd like to store.
