file access problem

hello there,

ive just installed php and iis on a new system but am having problems accessing files using the php fopen command. the following error msg occurs:

Warning: fopen(report.xml): failed to open stream: Permission denied etc.

i have the same script working on another machine so am stumped as to what the problem is???

can anyone please help me, its driving me mad!!

Verify if in your php.ini, ftp option is enable and see if other options in php.ini are correct.

its just a local site, so i dont think i need the ftp access, and the .ini file has been manipulated in accordance with the autoinstaller as well as by myself in accordance with some other web tutorials on the subject but alas to no avail.

any other thoughts??
