Output arrays to tables

Very new to PHP

I currently have a table like
Johns Site | www.john.com | download Johns files
Bobs site | www.bob.com | grab bob's files here

I would like to make it where I can add/remove rows by adding/removing them from 1 text file (database comes later!)
formatted like Johns Site;<a href= etc etc>;downloadJohns Files;Bobs site; etc

I have read some examples, but frankly, I am not getting it!

Let me change that....

Just discovered how easy getting the array from the database is!😃

Main thing is...I will have an array, and I want to write it out in a table on my webpage..... and I am confused about making that work.
