IP Blocking

I'm looking to make a script where users will rate an article, but planing to have several articles I want to put all the data into a database table and have them viewable to me and sortable by highest rating/lowest rating. Anyways my question to you:

How do I block ips, so I can not have a user voting more than one time.

Simply record the ip of the clients when they vote

But one thing to note is that the ip of most clients will change

You could also set a cookie on the client to say they have voted.

you need just little concept
just follow these steps
1.You need to add a fiels of ratind_date and IP field
2. then u should get the IP of the client by just using this

         $_SERVER['REMOTE_ADDR']

now u need to compare three things
1. rating date
2. IP
3. artical
simple if on current date the ip vote the artical then do not insert vote else vote it

artical_user_ip=$strIp && artical_id=$strArtical
&& dated=Currentdate then
no vote

else vote
