includes and search engine optimisation

I have one include in my page containing all the <head> content </head>
ie metatags, javascripts, links to css.

I have another include with the navigation.

The question is, will the spiders see the metatags ie keywords, description, follow, visit etc

and secondly, will the spiders follow the links in the navigation to spider the rest of the site.

Yes, crawlers will find your metatags. By the way the major search engines does not use the meta tags for indexing, but the pagetitle and text extracted from the page.
