The date within the chat room is constantly incorrect - how do I correct this?

I now understand that in php time is seen in seconds (1 hour = 60*60 = 3600 neg or pos) so I added -4800 (secs in 1hour 20mins) but this appears to have only altered the time by 1 hour? How nice it did take the hour off - but now the 20mins!!!
Secondly I get a message telling me that the variables need to be set at chat/admin/mail4lib/php - I have included my email address and name on the next line it states (0) "sets it to (1)". Is this a spelling error and is stating I need to 'set' the (0) to (1)? Are there more variables that need to be set within this file???
