refreshing

For refreshing I am using the follwoing code, hwoever the page is not getting refreshed unless I refresh manually?

echo '<META HTTP-EQUIV="REFRESH" CONTENT="400";>';

Any idea why this is not working. I use IE 6

Sorry about what I pasted, there was another error and hence it was not refreshing. My problem is I need to refresh only once at the time of loading that page. Not every 400 seconds or for that matter time interval. How can I do this?
