phpmyadmin constantly refreshes

I have come acrossed a very weird issue, when I try to access phpmyadmin from outside my router it goes, but the page just seems to refresh over and over very fast, creating a blinking effect, but when I remote into my pc and go to it, it comes up fine. Any ideas?

I wanted to add that the other .php pages I have access fine.

Seems I found a resolution:

in the php.ini turnning the output_buffering to on from a numeric value, fixed my issue, apparently this is winxp specific, in case anyone else has run into this issue.
