Forgive me for having too much faith in you if that is the case, but I believe your artistic ability and fine motor skills are good enough to make this cartoon dude, even with a crappy program such as MS Paint, but I'm sure you don't use that program (don't want to sink down to my level now do you?:p)

Or, use someone else's ... on this page, I'd say that Weed's, Lord's, or perhaps Moonglobe's would do.... "rotate by angle" in your fave image editor...
