Dynamic File Name for an upload?

Can I change the name of a file without knowing the type?

Example:

Bob submits image1.jpg
The code renames the file Bob.jpg

Joe submits image2.xyz
The code renames the file Joe.xyz

Bill submits image3.213453121854
The code renames the file Bill.213453121854
