Hard to tell in this economy.
I'd think 25 is quite reasonable, but not everyone would. Some would think too high, others say "you'll never make a living at that rate...."
I know that HTML programming (in and of itself) is often available for less than that these days, unlike the "boom" time (5 years ago???) After all, any fool who can afford Dreamweaver or FrontPage thinks himself an HTML wiz....
I can say that if you don't charge too much, your business will grow by means of word of mouth, though it may take a while.
OTOH, it'll be hard to have health insurance, mortgages, car payments, etc., all taken care of unless you get a steady flow of client work. But, there will be folks willing to undercut a rate of 25 somewhere. It's a mad, mad, mad, world.....
