setting up php.ini problems

Well i am new to php, but quite good with java,
i am installing a web server with IIS 5.1, and php
i am trying to put a web calendar up, and had problems with the sessions tmp file,
then i realised the php.ini was not already created.
when i create the php.ini from php.ini-dist my server or local host wont open index.php files, but will open other php files.
any ideas?
and i never got the sessions temp folder running either

Have you checked your web document root,

well it works with the files before i change the file to php.ini, and works with all of named .php files after, for example my calendar.php will open but not any files named index.php. only once the the php.ini file is in the php folder
