file_uploads in php.ini = false

Hi,

My server is a shared Free BSD server which houses several clients on a single rack. We therefore have no access to the php.ini file and thus are restricted to their defaults. At present the file_uploads command is set to false, not allowing any files to be uploaded through a http web interface. Does anyone know if its possible to change the file_uploads command via a htaccess file or some sort of function to over-ride the php.ini settings?? if so have you any idea of the syntax of these commands?
