run program from PHP script

Hi, I'm trying to write a socket listener with PHP. It should start separate programs (e.g. new PHP scripts) on request. But when I start a program with PHP exec command the script waits until just run program stops, so the listener is not able to service other requests. I'm working with WinXP, the listener should run also on Linux.
How to solve this problem?

I am trying to "talk" to a shell dialog using proc_open in a forked script. The answers i can pick off a pipe. Then i can send an other question and wait for the answer ...., till quitting.
My problem is : how to determin that the answer is completed?
I just wait for a timeout for the longest answer, ---very ugly!!
have a hint? thanks
