how to process the Chinese charactors in the hyper_link?

for example, those Chinese charactors ϲ¶àÀÉ would be those charactors '%e5%96%9c%e5%a4%9a%e9%83%8e' when in the hyper_link.
the function urlencoder() just cannot convert the Chinese charactors correctly.

how can I convert correctly then?
