can i send multiple emails?? like this:

$mailTo = "[e-mail];[e-mail];[e-mail];[e-mail];"

mail($mailTo, $mailSubject, $mailBody, $mailFrom);

Yes you can, just separate the email addresses with commas instead of semi-colons.

put your e-mail addresses in a database (like mysql)
and run a loop to send all the mails...

It depends on your mail program as to whether you can comma separate addresses, I think. Sendmail, by default, doesn't allow that.
