The best program I think you can use is Xitami as Apache can be troublesome to get running on windows.
It offers web based admin and virtual host config. It also has a built in FTP server.

Do you have DSL with a fixed IP? otherwise you will have trouble everytime you redial!
(Not trying to Patronise but...) I take it you know about Static Vs Fixed IP's and DNS?
