catching selected item

Hi,
I have two drop down menus, and when i select an item on the first one the second one reloads a new list. How can i catch the selected item and how can i reload the list without javascript?

If you plan on using PHP, you'll need to submit the form to load the second drop down...

Ok, so if i submit the page to reload the second menu, then i should use form.submit(), right? But my menu is part of a submit form that already has an action. I'm in blurry. Wouldn't be more easy with onchange? Or at least explain me more how it works with submiting the form to load the second menu cause i didnt get it.
