background-image property

I'm trying to set the background property so that I can set a background image that will repeat along the x axis.

This is what I have at the mo:

background: #2b85bb url(images/topbarstripe.gif) repeat-x;

Question 1: is the link to the image taken relative to the stylesheet or the page that is displayed.

Question 2: is my code above correct, cos all I'm getting is a cell with the background colour.
