php_imap.dll error

When I try uncommenting the php_imap.dll extension in php.ini I get an error:
PHP Warning: Unknown(): Unable to load dynamic library 'C:\Php\extensions\php_imap.dll' - A device attached to the system is not functioning. in Unknown on line 0

How would I go about fixing it?

Is IMAP installed if not go to the php.ini file and add ; infront of it. If it is installed make sure you have it installed correctly
