browser can't parse parameters?

hi - some of the users of a site I manage have reported that they are unable to click on - or type in - links that look like this:
../page.php3?ID=110

they get a result that is the same as if the link were:
../page.php3

that is, without any parameters. I am unable to recreate the error. They report they use Internet Explorer with no unusual settings or other software that should explain this. I have seen the source HTML generated by my page on their machines and it looks fine.

has anyone heard of this and can suggest a solution?

Are all query strings treated the same way?

If so one might suspect that the '?' is being transmitted in a way that the server does not understand. Might one suspect a character set difference here?
