xml help

I'm trying to do something very simple.. I thought.. but I cant figure it out. Could some one help me get the CONDITION from the following site:

<?xml version="1.0" encoding="UTF-8" ?>
<THREAT_ADVISORY CONDITION="HIGH" />

Most of the xml/php examples are for rss feeds.. and I'm not that good yet to do it on my own.
