error installing some PHP extensions

I am trying to install PHP GD library extension on windows machine with PHP4.2.3 and PWS.
But it give me error that "unable to load dynamic library -A device attached to the system is not functioning.
Please anybody can help on this

Can anybody give the gd library extension which supports GIF format i.e. gd version below 1.016
