Um, you're using WHERE message=$message in the first query and WHERE suggestid=$sug['suggestid'] in the second? You're never selecting suggestid in the first place.

But if you're doing what I think you're doing, then do you know that you can
UPDATE a_table SET a_field=a_field+1 WHERE some_condition?
