this is probebly using a DNS lookup Database. or something like that.

These results generated using the January 2004 IP2Location™ IP-COUNTRY-REGION-CITY-LATITUDE-LONGITUDE-ISP [DB6] Database

You can get this info through :

www.ip-to-country.com

I suppose. Their online-service is offline though: You'll need to install the database on your own server.
