Silver's got higher conductivity, but it's more brittle than gold (which is why gold is used instead to connect the chip to the pins). I don't see why we can't have silver PCBs though (except for cost...)
I didn't find the heat capacity of that stuff chip cases are made out of anywhere: I wanted to find out what 1600kW/m2 meant for the temperature of the chip (which has to be dumping heat at a rate of 179W)!
