Can't get include to work, unknown reason

Hi folks,
I'm baffled... (Just wanted an excuse to use that word):
I've got an index.php page with several includes, simple format, such as: php include("contribs.html");

That instance of code works, and the html file is included. BUT, when I try this: include ("http://www.rhps.co.il/forums/online.php");, I get a:
Warning: main(): Failed opening 'http://www.rhps.co.il/forums/online.php' for inclusion (include_path='.;c:\php\includes') in D:\webspace\disk20\rhps.co.il\rhps.co.il\www\hebrew\index.php on line 456

What's the difference between the includes? Well, first one is a request to include a static HTML file, the other is to include a dynamic php file. BTW, the online.php file exists, and when I try to load it seperately it works great.

So, my dear experts, what's the deal? :-(

Um... System is Windows NT AGATE7 5.2 build 3790, and PHP Version 4.3.2.

This is what it says about allow_url_fopen in phpinfo:
Local value: On, Master Value: On.

So, is it that bad doctor? :-(

BTW,
It used to work. It did until about 2 weeks ago. My system Admin insists they didn't change anything in the php.ini configuration, "If the thing works, don't mess with it".

Well, no, according to the manual, this should work.

Now, even though you're getting a different error, there appears to be a needed code hack, even in the latest versions. See here

Umm... but my problem is not with Local vs. Remote files, it's with Static vs. Dynamic...
is that still relevant? What exactly should I be hacking here?

I don't think this is a static vs dynamic battle. PHP has no way of knowing that. Try including a remote, static page to see

if you're requesting a remote dynamic file, be aware that no variables etc will be defined because the remote page will be processed by the remote server before being passed on to you. i know this has nothing to do with your problem, just stating that in case you hadn't realized (of course if you save your code as .txt or something wierd it wont be processed and so will be run by YOUR PHP-enabled server) just a thought.

but i do think that bug is entirely relevant. it seems to be exactly what you're experiencing. try using fopen on the file, see if you get an error (though you should.... fopen wrappers are enabled). sorry this seems like a bug, have you tried 4.3.4?

There is really very rarely a good reason to be including files over HTTP.

PHP will parse the included file BEFORE you include it, so you'd be better off using fopen() or, better yet, fsockopen() instead.

Not to mention an include() over HTTP opens up a number of security holes.

You should include() things locally, not over HTTP.
