He asked a yes or no question. He got a yes or no answer. Seems pretty straight forward to me....

well, being as he wasnt asking for a job or offereing a job, it doesnt seem as though he broke any rules.

and as far as asking a yes/no question.
yes, technically it was worded as a yes or no question, but on the HUMAN side of it, it would seem as though he was looking for a response that would have included some sort link or advice as to where to find PHP job listings.

but maybe i'm wrong.

It's fun to assume/infer stuff.

My interpretated answer:

Yes, there are plenty of jobs for people who can script in PHP. Most fast food places are hiring, as are lots of retail stores.

It's all in how you look at it.

Ask a simple question, get a simple answer. Ask a targeted question, get a targeted answer.

If we were going to go around assuming things in such a sloppy way we'd never be able to get any programming done. Or if we did we'd end up writing the wrong thing. And that would make the people we're writing for unhappy.
