it's all to do with the network your computer is on.
any network sockets on the current computer have the hostname localhost - and the ip 127.0.0.1 - this is where the 127 comes from
if you're behind a router and/or firewall, you probably have NAT active. This gives everyone inside the router a network IP, although on the internet every computer inside your router will show the net ip - ie it is translated. Most NAT's use ip's in the form 195.168.0.* - this is where your 195 ip comes from.
My guess is your website is currently running on your computer - so it is inside the firewall, and any hits from the same computer will come up as 127.0.0.1 and any hits from inside the firewall (ie your network) will appear as 195...
