php4 doesn't read php.ini

I have installed php 4.3.4 on windows server 2003 with iis6.
it seems to work properly at all but the sessions.
I tried to make some change to the file php.ini but I can't see theese changes also if I restart iis.
In phpinfo the configuration file path is "c:\windows"
I read it should be "c:\windows\php.ini".
What can I do?

I've moved php.ini in c:\windows\inetserv and it works, I don't know why....
iis6 probably look there to find php.ini.
