It would be a challenge to control your homepage window size as javascript needs to be in the link. You could always redirect to a new page...more info on javascript and window size here: http://www.google.com/search?sourceid=navclient&ie=UTF-8&oe=UTF-8&q=javascript+window+size
However, the real question is why do you want to do that? If it is just to control the design or appearance of the page, I normally use a table to do that. You can design the whole page inside one fixed size table and if the users resolution or window size is different than they just see whitespace...
