passing data without filename in URL domain.domain/stuff

I'm seeing it more and more where sites will link to a directory or to an index file without naming that file.

For example:

www.whatever.com/news/39349322

Does the 39349322 string get passed as data to whatever index file is served by default by the server? If so - what is the name of the variable (to grab the data)?
