To lookup stuff on php.net, you could just type:

http://www.php.net/blah

and it will search in the database for blah.
How can I have this functionality on my own site?

with some creative htaccess files and php coding. This is a pretty complex problem so solve in a single thread and could easily stretch on for many many pages and most of the stuff you need is already covered in tutorials on this site.
