I need the date in w3 DTF format

as seen on this page:

YYYY-MM-DDThh:mm:ss.sTZD (eg 1997-07-16T19:20:30.45+01:00)

What does T stand for?
i know its time zone, but if you look at the bottom it shows T is Eastern time?

the closest i came was date('Y-m-dTH:i:sO');

but how do i get the fraction of a second? am i doing it correctly?
this is the output i get: 2004-01-29PST23:25:31-0800

The formats are as follows. Exactly the components shown here must be present, with exactly this punctuation. Note that the "T" appears literally in the string, to indicate the beginning of the time element, as specified in ISO 8601.

ok, so i guess i have to use \T for it to literally appear..
is it possible to get the fraction of a second, eg 13:23:02.45 ?

there's no php date formatting from what i can tell that does that.
