phpmyadmin - not authorized to view - error

My question is really about phpMyAdmin...here's the background

I have recently installed mysql 4.0.17-nt, which seems to work fine. At the present time the only users are the default users which are the same ODBC@localhost (one is at :1232 and the other at :3301).

I have no user or password designated in my.ini

I have installed phpmyadmin into the correct server folder and have configured the absolute url correctly. Everytime that I enter http://localhost/phpMyAdmin/ on my internet browser I recieve an error message telling me

"you are not authorized to view this page"

Any idea what I am doing wrong or what I haven´t configured properly.
