I may be reading these wrong but here is my question.
English is coded in UTF-8 (right?)
Other languages then are other than UTF-8.
Is there a way to change utf-8 to other utf codes?
Also is there a list of UTF codes somewhere.

technically all computers work on utf-32 anymore. However the english language uses the lowest 28 places in the array so you can convert from the utf-32 to the utf-8 for english just by dropping the superflous bits.
anyway to switch english to other languages?
If by "language" you mean "alphabet" (strictly: "character set"): [man]mbstring[/man]. If you really do mean "language", you'll need something like this.
