You can use phpMyAdmin, or mysqldump with the proper arguments.
mysqldump --help
... will generate a complete explanation of all the arguments you can pass to the program.
mysqldump -uuser -ppassword -d dbname
... will dump the SQL defining the structure for database "dbname" but will not dump the data itself.
